new version of PyNGL

Fred and I are pleased to announce a new beta version of PyNGL,
version 0.1.1b7. The most major thing added was the ability to
generate skew-T plots.

If you are wondering what happened to 0.1.1b6, this was an internal
version that we released to a couple of users for testing.

Also, somebody had requested an Ngl.legend_ndc function which has
been implemented, along with Ngl.labelbar_ndc. You can see
