The first fix is to turn on the map perimeter, and make it white and extra thick so it covers that pixel outline:

resources.mpPerimOn = True
resources.mpPerimLineColor = 0
resources.mpPerimLineThicknessF = 5.0

I'm still working on the second, which is working for NCL, but not for PyNGL.
