Hi Andrew,

Thanks for providing a script that shows the problem.

This is an easy bug to fix if you are able to edit "Ngl.py" in your site-packages/PyNGL directory. You simply need to change "lbLabelbarOn" to "lbLabelBarOn" (it's subtle, but the "B" in "Bar" needs to be uppercase).
