PyNGL/PyNIO distribution now uses "setup.py"

Hi folks,

This should be the last message from me before this weekend. :-)

The PyNGL/PyNIO package download distribution has been updated so that
the installation is done using "python setup.py install".

FYI: This version was build with python 2.4, but at least one user
told me he had success with it under 2.3. I just tried it myself using
Apple's version of python (2.3), and it seems to be okay.
